Stop auto-seeding 6 chat-centric extensions on startup. Move them to
standard packages with js/ layout and "requires": ["chat"] metadata.
Delete SeedBuiltinPackages, seed tests, Dockerfile COPY, and
extensions/builtin/ directory.
