Add missing manifest icons and PoC documentation

- Add emoji icon field to hello-dashboard, icd-test-runner,
  sdk-test-runner, and team-activity-log manifests
- Create README.md for tasks and schedules packages marking them
  as Proof of Concept with documented graduation criteria
